Objectives of the Course
The course has two main objectives, in general and in particular. The general aim of this course; It is to provide basic information about the organization, structural and functional problems and the process of change and transformation of public administration,. The other purpose is; In the light of this information, the structure of the Turkish Public Administration, its features, evaluation of its problems and solution proposals are presented

Learning Outcomes
1i. Having knowledge about the conceptual and theoretical framework of the subjects in the lesson content
2ii. Learns the structural and functional problems of public administration and gains the ability to comment on these problems.
3iii. Analyzes the main problems of public administration discipline in Turkey and develops solutions
4iv. Knows the problem of human resources in public administration and analyzes.
5v. Analyzes the changing public service in the process of globalization.
6vi. Learns the relationship between politics and bureaucracy
7vii. Gains experience in doing research, self-expression, presentation, communication and original studies in the field and develops academic writing skills and competence.

The structure of public administration, its supervision, its main problems, developments in the state, the structural change of public administration, public administration reforms, the reasons for the failure of public reforms, the relationship between politics and bureaucracy and the changing public service in the globalization process.
