2Understands and explains the reasons for the emergence of bureaucracy in different geographies of the world.
3Understands and explains the transformations of bureaucracy (Mandarin Bureaucracy, Devshirme System and capitalist system) with a historical perspective.
4Recognizes the relations between politics and bureaucracy.
5Understands and explains the necessity of a well-functioning rule of law for the state to be strong.
6Comprehends and explains the development of bureaucracy in Turkey with a historical perspective.

In the light of basic concepts, it is examined the emergence of the state, the need for bureaucracy, the relations between politics and bureaucracy in the pre-capitalist and post-capitalist period
