Objectives of the Course
The aim of the course is to enable students to develop an understanding of intergovernmental relations, allocations of services and revenues and especially make to learn administrative and fiscal structures of local administrations in Turkey.

2explain the various of the local governments, statutory powers and economical, fiscal and political functions
3observe the revenues, expenditures and budget preparation process of local governments in a sample municipality

Course Contents
Central and local administrations: rationale for local administrations. Characteristics of intergovernmental relations. Allocation of services and revenues between administrations. Local administrations in variety unity and federal countries. Local administrations in Turkey: municipalities, city local administration and villages. Problems of metropolitan municipalities. Relations between local authority bank and local administrations. Problems of local administrations and solution suggestions.
