To define the concept of administration in organic and functional sense and to examine the Turkish administrative structure; (public officials), goods (public goods), tools (administrative procedures - administrative contracts) that the public needs to fulfill public services. |

Course Contents |
This derste, concept of administration is defined and the elements and characteristics of the Turkish administrative organization are emphasized. Both the central administration and the administrative elements are transferred to the students taking into consideration the recent legal amendments. In addition, the concept of public personnel, the rights and obligations connected with it and the disciplinary law are examined in the light of the decisions of the Council of State. The concept of public good is defined, the legal regime of public properties and the methods of benefiting are explained. |
