Objectives of the Course
To define the concept of administration in organic and functional sense and to examine the Turkish administrative structure; (public officials), goods (public goods), tools (administrative procedures - administrative contracts) that the public needs to fulfill public services.

Learning Outcomes
1Must be able to define the concept of administration in an organic and functional sense
2Be able to discuss constitutional principles that are dominant in administrative law
3Be able to classify the administrative structure of the Republic of Turkey according to the principles of management and local administration from the center
4It should be able to outline the content, basic principles, areas of application and enforcement of public service and law enforcement activities carried out by the outline
5Be able to analyze the public officials and public goods that are needed for public interest-oriented activities

Course Contents
This derste, concept of administration is defined and the elements and characteristics of the Turkish administrative organization are emphasized. Both the central administration and the administrative elements are transferred to the students taking into consideration the recent legal amendments. In addition, the concept of public personnel, the rights and obligations connected with it and the disciplinary law are examined in the light of the decisions of the Council of State. The concept of public good is defined, the legal regime of public properties and the methods of benefiting are explained.
